Community Development

The Community Development Department plays a key role in shaping the growth, safety, and livability of the City of Broken Arrow. As a one stop service center for both commercial and residential development, the department supports projects from initial concept through final completion.

Community Development works closely with residents, developers, contractors, and internal City departments to ensure projects meet code requirements, align with community standards, and contribute to responsible development throughout the city.

Community Development Leadership

The Community Development Department is led by Community Development Director, Rocky Henkel, who oversees all development-related services including planning, permitting, inspections, placemaking, and neighborhood engagement. Director Henkel guides the department’s mission to provide a streamlined, customer focused development process for both commercial and residential projects within the City of Broken Arrow.

With an emphasis on growth, service efficiency, and community partnership, Director Henkel works closely with staff, developers, and residents to support responsible development and maintain high standards of safety, appearance, and code compliance. His leadership ensures that projects move from concept to completion with clarity, transparency, and professional support every step of the way.

Divisions Within Community Development

Planning & Development 

Guides long-range planning, land use review, platting, zoning, and development proposals. This division works with developers and the public to ensure growth aligns with the City’s comprehensive vision and regulatory standards.

Placemaking

Focuses on community enhancement through public space planning, beautification initiatives, and projects that elevate quality of life. Placemaking leads efforts to create vibrant, functional, and engaging spaces across Broken Arrow.

Neighborhood Engagement & Inspections

Oversees inspections, public nuisance enforcement, and neighborhood compliance. This division assists residents with code concerns, maintains community standards, and supports safe, well-maintained neighborhoods.

Community Permitting & Licensing

Manages all permitting functions, reviews submittals, and issues occupational licenses. This division is a primary point of contact for builders, business owners, and homeowners moving through the permit process.
