From major roadway improvements and water system upgrades to facility construction and long-term infrastructure planning, the department ensures Broken Arrow develops safely, efficiently, and sustainably.

Working closely with residents, contractors, engineers, and all City departments, Engineering & Construction manages the creation and maintenance of public infrastructure that supports everyday life, moving people, providing utilities, and enabling future growth.

Engineering & Construction Leadership

The Engineering & Construction Department operates under the leadership of Director, Charlie Bright, who oversees all engineering design, construction management, infrastructure planning, and capital improvement efforts. Charlie is dedicated to delivering high-quality public projects, ensuring safety and compliance, and supporting the long-term growth of the City of Broken Arrow through strategic planning and innovative engineering solutions.

Engineering Services

  • Capital Improvement Planning & Design Developing engineering plans for streets, drainage systems, water and sewer infrastructure, and public facilities.

  • Project Management Overseeing construction projects from concept to completion, ensuring quality, safety, and adherence to budget and timeline requirements.

  • Reviewing Development   private development proposals, plats, and construction drawings to ensure compliance with City codes and engineering standards.

  • Stormwater & Drainage Management Designing and reviewing drainage solutions, floodplain considerations, and stormwater improvements to protect neighborhoods and public property.

  • Traffic Engineering Conducting traffic studies, managing signal timing, and improving roadway safety through engineering solutions.

Construction Services

  • Construction Inspection Inspecting public construction sites to ensure compliance with plans, specifications, and safety regulations.
  • Contract Administration Coordinating with contractors, engineers, and consultants throughout project lifecycles.

  • Quality Assurance Monitoring materials, workmanship, and construction practices to ensure long-term reliability and performance.

  • Infrastructure Maintenance Support Assisting with rehabilitation and repair projects for roads, bridges, drainage systems, and utility infrastructure.
