The Finance Department ensures the financial stability and operational efficiency of the City of Broken Arrow by responsibly managing public funds, maintaining accurate financial records, and supporting both internal departments and residents. Finance plays a central role in every City operation, providing the financial framework that allows public safety, infrastructure, utilities, parks, and community services to function effectively.
Finance Leadership
The Finance Department is led by Finance Director, Cindy Arnold, who oversees all aspects of the City’s financial management. Director Arnold provides strategic direction for budgeting, accounting, purchasing, utility collections, and long-range financial planning. Under her leadership, the Finance team upholds principles of transparency, integrity, and responsible stewardship, ensuring the City remains financially strong and able to meet the needs of a growing community.

What We Do
The Finance Department oversees a wide range of essential financial and administrative services. The team is dedicated to delivering accurate, transparent, and timely information while upholding the highest standards of accountability.
Key responsibilities include:
- Accounting for City expenditures, assets, and liabilities
- Preparing and administering the annual operating and capital budget
- Managing the City’s investments and financial portfolios
- Processing payments for bills, claims, and debts
- Issuing licenses required by businesses and residents
- Supporting the sale of cemetery plots at Park Grove Cemetery
- Monitoring and supporting the annual capital improvement plan
- Coordinating with auditors on the preparation and presentation of the annual audit
- Administering the City’s utilities collection and billing program
These functions ensure that City leadership has the financial insight necessary to plan for the future while maintaining responsible stewardship of taxpayer dollars.
Utility Billing
Utility Billing is a key service area within the Finance Department. The team supports customers by:
- Generating and managing monthly utility bills
