About the Department
The Legal Department serves as the chief legal advisor to the City Council, City Manager, and all City departments. Our team provides guidance on a wide range of issues to help the City operate lawfully, efficiently, and in the best interest of the community.
From drafting ordinances and reviewing contracts to advising on day-to-day operations, the Legal team plays a key role in ensuring that City decisions are fair, transparent, and aligned with state and local laws.

What We Do
- Advising City Leadership Providing legal counsel to the City Council, City Manager, boards, commissions, and City departments.
- Drafting & Reviewing Documents Preparing and reviewing ordinances, resolutions, contracts, agreements, and legal opinions to protect the City’s interests.
- Litigation & Claims Coordinating and managing litigation involving the City, including working with outside counsel when needed and advising on claims and disputes.
- Policy & Compliance Assisting departments with policy development, ensuring compliance with federal, state, and local laws, and helping implement best practices.
- Open Meetings & Records Providing guidance related to open meetings, public records, and transparency requirements.
- Risk Management Support Working closely with City leadership to identify legal risks and recommend solutions that reduce liability and support sound decision-making.
