The Water Utilities Department plays a critical role in protecting public health and supporting the daily needs of more than 120,000 residents and businesses across Broken Arrow. From sourcing and treating drinking water to maintaining underground infrastructure and managing wastewater, this department keeps one of the City’s most essential services running smoothly 24/7.

Our team works across eight specialized divisions, each contributing to the delivery, protection, and return of water throughout our community.

Utilities Leadership


The Utilities Department is led by Utilities Director, Tim Robins, who oversees the delivery, maintenance, and quality of essential water and wastewater services for the City of Broken Arrow. 

With a commitment to safety, sustainability, and exceptional service, Director Robins works closely with engineering, treatment facilities, field operations, and customer service teams to support system reliability and the continuous improvement of Broken Arrow’s water and wastewater systems. His leadership guides long-term planning efforts, infrastructure upgrades, and operational resiliency as the city continues to grow.

Divisions Within the Utilities Department

Water Systems Repair & Construction

This division is responsible for maintaining and repairing the underground infrastructure that delivers water to homes and businesses.

What They Do

  • Install and repair water mains, valves, and service lines
  • Respond to water leaks and breaks
  • Perform excavation, pipe replacement, and system upgrades

Water Resources

Water Resources ensures the City’s water supply remains safe and sustainable.

What They Do

  • Monitor water quality and system performance
  • Manage water conservation programs
  • Handle sampling, analysis, and regulatory reporting


Positions within the division:

  • Water Quality Technician
  • Water Resources Coordinator

Water Distribution

This division ensures treated drinking water is stored, pressurized, and reliably delivered throughout the entire distribution system.

What They Do

  • Maintain storage tanks, pump stations, and pressure systems
  • Perform routine inspections and preventative maintenance
  • Monitor system flows and ensure consistent service

Water Treatment Plant

The Water Treatment Plant turns raw water into safe, high-quality drinking water for the community.

What They Do

  • Operate treatment processes including filtration and disinfection
  • Monitor water quality and system controls
  • Ensure compliance with state and federal standards

Meter Services

Meter Services handles everything related to water meters and customer water usage.

What They Do

  • Install, replace, and test water meters
  • Troubleshoot meter issues and ensure accuracy
  • Perform meter reading and support billing operations

Reclaimed Water Collection

This division collects, transports, and manages wastewater safely before it reaches the reclamation plant.

What They Do

  • Maintain sewer lines, manholes, and lift stations
  • Respond to backups, overflows, and system blockages
  • Conduct preventative maintenance and inspections

Water Reclamation Plant

The Water Reclamation Plant processes and treats wastewater so it can be safely returned to the environment.

What They Do

  • Operate treatment systems for wastewater purification
  • Monitor laboratory results and regulatory compliance
  • Maintain pumps, clarifiers, aeration systems, and equipment
